Only found out today the Clutch cable length depends on the Year of the Chassis.

The first 2 digits tell you the type : 11 = Beetle saloon), and the 3rd digit is the last number of the Model year, so that's 1966. (Actually started 1st August 1964, and finished 31 July 1966).
The rest are just the numerical sequence of cars made during that model year. the first one was numbered (116) 000 001, and the last one was (116)1 021 300, so mine was around the middle of that period.   

I suppose that's is because it will depend on the length of the chassis ? so makes sense really
